Hilary Barroga is a division manager in the County of Santa Clara's Office of Supportive Housing, where she oversees the planning, evaluation, and coordination of homeless services countywide, as well as the day-to-day operations of the programs in the County's Supportive Housing System that she and her office mates call "everything but PSH." She thrives on system design and building, nerds out on data integration and HMIS implementation, and values contract compliance as much as she values screening people in vs. screening people out. Prior to joining the County, Hilary worked for 15 years at a community-based homeless services and shelter provider, starting out as a volunteer coordinator and ending as the Chief Program Officer, with experiences between in case management, program management, fundraising, communications, and contract compliance. She lives in San Jose, CA, with her husband and their very spoiled yellow lab.
