Homelessness Community Development Specialist

Emma Grochowsky is the Homelessness Community Development Specialist with the office of the Governor’s Coordinator on Homelessness and serves as a liaison between the Department of Public Safety and the Hawaii Law Enforcement Assisted Diversion (LEAD) program. In her current role, Emma is responsible for development of community outreach programs and community partnerships, and serves as an active member of the Planning Committee for Oahu’s Continuum of Care. Emma previously worked as a Program Coordinator for Plymouth Housing Group in Seattle, Washington and was responsible for direct oversight of permanent supportive housing programs for formerly homeless individuals. Her professional experience also includes work in SNAP Outreach and Representative Payee programs. Emma holds a Master of Arts degree in Criminal Justice from Seattle University, and has publicly presented graduate level thesis work on supportive housing outcomes for ex-offenders.
